Paraguay’s Congress Considers Regulation of Cryptocurrencies: A Closer Look at Proposed Bills

Paraguay’s Congress is currently at the forefront of the global conversation on cryptocurrency regulation, with three pivotal bills under scrutiny that could shape the future of the digital economy within the nation.

The proposed legislation, originating from both the Senate and Chamber of Deputies, aims to establish a comprehensive regulatory framework for the burgeoning digital currency and crypto mining industries in Paraguay.

One of the key proposals put forth by the Senate includes a temporary 180-day ban on all crypto-related activities, such as the creation, storage, and commercialization of virtual assets. This measure is intended to address pressing issues like illicit electrical connections by crypto mining operations, which have resulted in significant electricity losses. Additionally, the ban aims to curb unregulated activities that could potentially facilitate financial crimes.

On the other hand, a bill introduced by Derlis Rodríguez in the Chamber of Deputies advocates for the introduction of a digital version of Paraguay’s national currency, the guaraní, and the acceptance of Bitcoin as legal tender. This proposal underscores the importance of implementing stringent regulations to mitigate risks such as money laundering and tax evasion associated with crypto transactions.

Another legislative proposal by Deputy Yamil Esgaib emphasizes the necessity of local control over the cryptocurrency industry. It mandates that all individuals and entities involved in the intermediation, marketing, exchange, or storage of virtual assets in Paraguay must register and comply with national regulations.

The outcome of these bills could have far-reaching implications not only for Paraguay but also for global practices in the digital economy. As the country leverages its abundant renewable energy resources, it finds itself at a critical juncture that could potentially propel its digital economic sector forward.
